UAE e-invoicing, ready before your deadline

From 2027 every business invoice in the UAE becomes structured data, checked by an accredited service provider and reported to the Federal Tax Authority. Here is what changes, when it applies to you, and how Nizam prepares your invoices for it.

The basics

What is e-invoicing in the UAE?

E-invoicing means invoices are issued in an electronic, structured format that business systems and the Federal Tax Authority (FTA) can validate and process automatically. Unlike a PDF or a Word document, an e-invoice is machine-readable data — XML in the PINT-AE format — and it is digitally signed, under the Ministry of Finance's new e-invoicing framework.

A PDF, a Word or Excel file, a scanned document or an invoice sent only by email does not count as a compliant e-invoice. Each e-invoice travels through an FTA-accredited service provider (ASP) on the UAE's Peppol-based network, which validates it, delivers it to your customer and reports it to the FTA. Before you start, review how your accounting or ERP system will connect, the quality of your invoice data, and the PINT-AE validation rules.

The legal basis
  • Federal Decree-Law No. 8 of 2017The UAE VAT Law.
  • Federal Decree-Law No. 16 of 2024Amends the VAT Law to make e-invoicing mandatory: Articles 55, 65, 70 and 76 now require invoices to be issued and stored electronically.
  • Federal Decree-Law No. 17 of 2024The Tax Procedures Law.
  • Cabinet Decision No. 106 of 2025Establishes the Electronic Invoicing System (EIS).
  • Ministerial Decision No. 243 of 2025Sets the phases, deadlines and who is in scope.
Objectives

Objectives & business benefits

Digital tax reporting

Less manual work, and a UAE tax system that runs digitally end to end.

Business impact

Saves time and cost, and gives complete transparency with the tax authority.

VAT compliance & fraud prevention

Transparent, traceable transactions keep you compliant with VAT rules and sharply reduce manual errors, fraud and costly penalties.

Note: Builds confidence between your business and the FTA.

Data-driven policy

The government gains real-time data, showing policy makers which sectors need support or intervention.

Note: A more responsive and supportive fiscal environment.

Strategic financial planning

Policies based on real business data lead to better-aimed government action and timely regulation.

Note: A fairer, more predictable tax system.

Long-term predictability

A transparent business environment gives you more confidence to plan for the long term.

Note: A stable environment for future growth.

Scope

Which invoices are in scope?

The mandate starts with business-to-business (B2B) and business-to-government (B2G) sales, whatever your VAT registration status. Business-to-consumer (B2C) sales are outside it for now; the Ministry of Finance is expected to extend it to B2C later.

Sales inside the UAE

  • All B2B and B2G invoices are covered.
  • The first ten digits of your TRN become your identifier on the network.
  • Members of a VAT group connect through an ASP using the group TRN.

Sales abroad

  • A foreign customer does not need a UAE ASP unless it is tax registered in the UAE.
  • A customer already on Peppol elsewhere can receive through its own network.
  • Customers not on Peppol can keep receiving their invoice by email as a PDF.
Who is covered

Every taxpayer that UAE VAT law requires to issue invoices will be covered. Large taxpayers go first; smaller businesses follow in later stages, with thresholds based on their annual turnover over the previous two years.

Timeline

When it applies to you

Large businesses go first; everyone else follows. Appoint your ASP before your deadline, then go live on the date for your phase.

PhaseWho Appoint an ASP byGo live
PilotSelected businesses (the taxpayer working group) —1 July 2026
VoluntaryAny business that wants to start early Any timeFrom 1 July 2026
Phase 1Businesses with annual revenue of AED 50 million or more 30 October 20261 January 2027
Phase 2Businesses with annual revenue below AED 50 million 31 March 20271 July 2027
Phase 3UAE government entities 31 March 20271 October 2027

Dates as set by Ministerial Decision No. 243 of 2025. Some earlier publications gave 31 July 2026 as the Phase 1 deadline to appoint an ASP. Dates can change — always confirm yours with the FTA.

How it works

Five corners, one invoice

The UAE uses the Peppol 5-corner model. Your customer never receives a loose PDF; the invoice moves from system to system through accredited providers.

  1. 1You raise the invoiceYou create the invoice in your system — in Nizam, exactly as you do today.
  2. 2Your ASP checks itYour accredited service provider validates the data against the PINT-AE rules and VAT law.
  3. 3It is deliveredValid invoices travel over the Peppol network to your customer's ASP.
  4. 4The FTA is toldYour ASP reports the invoice data to the Federal Tax Authority.
  5. 5Your customer receives itTheir ASP passes the invoice into their system, intact and verified.
Accredited service providers

The role of an ASP

Every business in scope must appoint an FTA-accredited service provider by its deadline. ASPs are the core of the UAE's Continuous Transaction Control (CTC) model, exchanging e-invoices over the Peppol 5-corner network (DCTCE).

Questions

UAE e-invoicing, answered

It is the mandatory digital invoicing system regulated by the Federal Tax Authority (FTA) under Cabinet Decision No. 106 of 2025 and Ministerial Decision No. 243 of 2025. VAT-registered businesses in the UAE must issue and receive structured e-invoices in PINT-AE XML, through an FTA-accredited service provider (ASP) connected to the Peppol network. It replaces paper and PDF invoices for B2B and B2G sales across UAE mainland businesses, and is expected to reach B2C later.

An accredited service provider (ASP) is a company officially approved by the FTA to connect businesses to the Peppol e-invoicing network. Under the mandate a business cannot send e-invoices on its own — only an FTA-approved ASP is legally authorised to transmit invoices on its behalf. Using an unaccredited provider, ordinary invoicing software on its own, or PDF invoices after your deadline counts as non-compliance and can be penalised.

Pilot from 1 July 2026 (voluntary adoption also from then). Phase 1 — revenue of AED 50 million or more: appoint an ASP by 30 October 2026 and go live on 1 January 2027. Phase 2 — revenue below AED 50 million: appoint by 31 March 2027, live 1 July 2027. Phase 3 — government entities: live 1 October 2027.

The UAE uses the Peppol DCTCE model (Decentralised Continuous Transaction Control and Exchange), known as the 5-corner model. Corner 1 is the supplier, corner 2 the supplier's ASP (its Peppol access point), corner 3 the buyer's ASP, corner 4 the buyer, and corner 5 the FTA, which receives the invoice data and oversees every transaction. Invoices are digitally signed, validated in real time and archived before they reach the buyer.

Penalties of up to AED 5,000 per non-compliant invoice have been reported — confirm the current amounts with the FTA. Typical breaches: not issuing through an FTA-accredited ASP, issuing in a non-PINT-AE format such as PDF or Word, missing your phase deadline, sending invoices without a valid digital signature, and not keeping the required 5-year invoice archive. Repeated breaches can trigger a VAT audit and put your trade licence at risk. The basis is Article 76 of the amended VAT Law.

PINT-AE is the UAE specialisation of Peppol International (PINT) — the machine-readable XML format the FTA requires for every e-invoice. It is built on UBL 2.1 (Universal Business Language) and defines the required fields: the supplier's Tax Registration Number (TRN), the buyer's details, each line with its VAT, the totals and the currency. PDF, Word and scanned paper invoices do not meet the PINT-AE requirement and are treated as non-compliant.

Your ERP — SAP, Oracle, Microsoft Dynamics, NetSuite, Odoo and others — connects to your FTA-accredited ASP through an API. The ASP takes the invoice data from your ERP, turns it into PINT-AE XML, adds the digital signature and sends it over the Peppol network. Ready-made connectors usually avoid any change to your ERP's own configuration. For high volumes there are direct ERP connectors; for lower volumes, batch file or manual portal upload.

Yes, for VAT-registered free-zone businesses that sell B2B to UAE mainland companies: if you issue invoices to mainland customers, you must issue PINT-AE e-invoices through an FTA-accredited ASP. A business operating only inside a designated free zone with zero-rated or exempt supplies may qualify for an exemption — confirm this with your VAT adviser or the FTA.

Check seven things: (1) FTA accreditation — the provider must be an officially registered ASP; (2) Peppol certification — it must run a certified Peppol access point; (3) PINT-AE — invoices generated natively in PINT-AE XML; (4) ERP compatibility — ready-made connectors for the ERP you use; (5) B2G support — needed for government invoicing via EmaraTax; (6) local support in English and Arabic with a clear service level; (7) time to go live — the best providers go live in 7–14 days.

Invoicing software creates and manages invoices but, on its own, is not connected to the FTA's Peppol network and does not meet the mandate. An FTA-accredited ASP is the government-approved provider authorised to transmit invoices through the 5-corner model, apply the required digital signature and report to the FTA in real time. Software such as Zoho, QuickBooks, Xero — or Nizam — becomes compliant by connecting to an accredited ASP.

No. Nizam is the invoicing software where you create the invoice. You appoint the FTA-accredited ASP you prefer, and Nizam connects to it.

SAP (S/4HANA, ECC and Business One) does not natively produce PINT-AE invoices or connect to the UAE Peppol network, so it must be integrated with an FTA-accredited ASP through an API. The connector extracts the invoice data from SAP, converts it to PINT-AE XML, validates and signs it, and sends it over Peppol. Integration typically takes about 5–7 business days.

Not natively. Oracle Fusion Cloud, NetSuite, E-Business Suite and JD Edwards all need middleware to an FTA-accredited ASP: Oracle's standard UAE localisation does not include Peppol connectivity or PINT-AE XML generation. A certified connector lets you send compliant e-invoices without changing your core Oracle configuration.

EmaraTax is the FTA's integrated tax platform for VAT registration, VAT returns and tax payments. For e-invoicing it is the submission point for B2G invoices and the FTA's central reporting interface: invoices to UAE government entities are routed to EmaraTax through your FTA-accredited ASP, which can also automate B2G submission and VAT reporting without retyping.

Suppliers must send PINT-AE XML invoices to UAE government entities through a Peppol-connected, FTA-accredited ASP, with submission via EmaraTax. Government entities have their own Peppol access points. Under Ministerial Decision No. 243 of 2025, government entities must themselves be live by 1 October 2027; suppliers follow the phase that applies to their own revenue.

Credit and debit notes are e-invoices too: they must be issued in PINT-AE XML through your FTA-accredited ASP, just like tax invoices. A credit note must reference the original e-invoice number, give the reason for the credit and show the corrected VAT amount. Paper or PDF credit notes are non-compliant once the mandate applies to you.

Not yet. Sales to consumers are outside the mandate for now; you keep issuing your usual tax invoices for them.

Yes. ZATCA e-invoicing (Phase 1 and Phase 2) is built into Nizam, and it keeps working alongside the UAE setup.
